Dear Honourable Prime Minister, As members of the German Parliament and the Committees for Forgein Affairs, Economic Cooperation and Development and Human Rights I am appalled to hear of the arson attacks carried out on over 200 indigenous peoples homes in the Baghaihat area and more than 37 homes in Khagrachari town on 19th and 23rd and 24th February respectively. I am concerned about the living conditions of at least 300 indigenous families that have been displaced since the attacks have started. I am deeply disturbed at allegations of the involvement of the armed forces in the killings of at least two indigenous villagers during the attack on 19th February. We are concerned to hear allegations that both attacks were carried out by Bengali settlers with the backing of army personnel and other security forces. Moreover, I have learnt that indigenous villagers who went to government hospital for treatment of bullet injuries sustained in the firing by Bangladesh Army personnel were arrested in connection with the attacks on indigenous people. I am very concerned about the fact that violence has spread in the CHT and has not yet come to a halt, in spite of initiatives by the police to curb violence and reduce tension. As i am very well aware of the important role your party played to end the three decades of armed conflict in the CHT. I also appreciate the steps being taken by your Government to fulfil the promises to fully implement the Chittagong Hill Tracts Peace Accord including the gradual demilitarisation of the area. I express my concern though on reports that the Government considers to deploy more army to ensure security in the Chittagong Hill Tracts. This contradicts the Peace Accord and would be a questionable measure to ensure security and protection of the indigenous people. Taking these observations into consideration I request you to
I sincerely request you to take necessary steps by declaring a roadmap for full and comprehensive implementation of the 1997 Peace Accord, in line with the government's election promises. Best regards Jürgen Klimke |
